Davis county that use Weber water or some sort of secondary water for irrigation. If so, that long grass is likely Quack grass and not crab grass. They look very similar but quack is almost impossible to prevent if using secondary water. The only way to rid it is to kill it with chemicals, dig it out, and re seed.
