Just for kicks - here's some stats
In 2019, Bushman caught 10% of BYU pass attempts and 16% of BYU pass completions
In 2020, Kyle Pitts caught 9% of Florida pass attempts and 14% of Florida pass completions
In 2020, Freirmuth caught 8% of Penn State pass attempts and 12% of Penn State pass completions.
So, the underutilized Bushman had a higher percentage of catches (based to both pass attempts and passes completed) than either of the other two top guys in the graphic you posted.

I recently heard Chad Lewis tell a crowd had Bushman not gotten hurt he was the #1 TE in the country haha.
