Well, it entrenches 15 teams as elite
and relegates everyone else to something beneath them on a permanent basis. It also does so while exalting some pretty mediocre teams like Inter, Tottenham and Arsenal, just because of their past.
Teams can and have improved or worsened for long stretches. This makes it very, very, very hard for teams to improve relative to the 15 SL teams.
As noted, it also destroy UCL, which is a much better model.
