Nor should we force it just because it is how many other countries built their sport structures...

building a sport structure with a pro/rel model organically is one thing. It works and creates an intriguing sports environment. Layering pro/rel on top of an existing structure that is working and is growing a sport in this country is a big risk to take and is not the guaranteed success many want it to be.
