Yes, the Power 5 would likely not really have cared, and might have even liked including BYU but the Group of 5 would unanimously be against it — as it would cost them money when a G5 team lost out to BYU.

The rule is "highest ranked G5 champion". We can't be a champion of a G5 conference because we aren't in a G5 conference

Because all of the conferences voted. BYU didn’t have a vote then and we won’t now unless we join a conference.
