They don't offer any special incentives, no one has raised a plan like countries like Singapore and others use where EV vehicle licensing, especially for Uber/Lyft, taxi and bus fleets to get free licenses and no ownership taxes.
Nio and the Chinese suppliers will be okay long run, they are already in a market driving to a real 2030 goal for ALL-electric. It's just that companies like BMW and VW are positioning themselves to be the intermediate priced choice to the lower cost alternatives (Rowe, BYD, etc) and Tesla.
