of where you play.
Only exception is Plunkett, who was basically a career backup who never made a pro bowl, and even he gets debated as a HOFer.
Especially so for Manning whose two SB wins were against the greatest dynasty/QB in NFL history. Eli would be in the hall regardless of where he played assuming he had his two wins.
