Students. Or just look at the rents of the non BYU approved, they are getting very expensive

Some in Orem are more than house payments

Yes. And BYU has a heart just not the approved housing private landlords. BYU housing prorated & refunded rent.

I think BYU's low tuition is the biggest factor keeping rents down

Why would artificially limiting market supply make it cheaper? That makes no sense.
