Boyd Crowder's character was only supposed to be in the first show, but his character was so well received that they decided to rewrite the first show and bring him back.

However, they were already in production so it took several episodes before they were able to bring him back in. Those episodes are still good and they lay a lot of the groundwork that comes into play later, but the show really takes off once Boyd Crowder is back as a regular.

In other words, don't judge the entire series by the first four or five episodes because the true story arc doesn't really hit until the reintroduction of Boyd. That's when the cat and mouse game really begins...
