If the powers that be decided on something truly dumb, and all agreed on it, one unilaterally not following that gives them an advantage.

If they all decided and agreed in writing to not recruit from Texas in order to raise awareness of foster children, it would be inarguably stupid and illogical. But if only one team decided those rules didn't apply, it would still be a big issue and a huge advantage.
