Wrestling was a scholarship sport

Wrestling, along with men’s gymnastics, were cut at the same time due to Title IX compliance issues. To keep those two sports, they would have needed to add more NCAA scholarship women’s sports teams (like lacrosse, field hockey, rowing, etc.), or cut a different men’s sport like golf or tennis.

The men’s hockey team was a club sport affiliated with BYU, and has never been a scholarship NCAA sport at BYU.

They cannot. Their league no longer allows unaffiliated programs. Without the BYU connection they have no league.
