Same dilemma as student loans. When something is subsidized so the
participant doesn’t bear the burden of the true cost, especially in systems where government is involved, artificial costs increase, and in the end everyone shares the burden.
The solution is simple, but the people authorized to change the system also benefit from it, so change is impossible.
