Bad idea.
Businesses have a huge impact on infrastructure decisions already. If they are attracting more people it creates more demand. More homes get built. Those home generate property tax revenue and the people living in them generate income tax revenue.
The system is already in place and works quite well. These systems are not causing the housing affordability problems. Government spending and flooding the market with discretionary money is causing inflation.

A better idea. Get government out of the way. Lessen the regulations and let market forces play their natural role.
