I think you're trying to do too much. Focus on the most important destinations first. That's what public transport is for.
Uta has already done that- especially when considering students. Uta also has most reasonable locations covered. If you want somewhere specific- take an uber.
And not sure what you mean by an uber bus system but nothing like that currently exists for mass transit- that's why taxis/ubers still exist in Europe despite efficient bus systems. Both serve purposes. Public transport is not meant to replace the other.
You can argue whether or not uvx works here in Utah, but it's modeled after the most proven transport techniques. So the incompetence cry really doesn't work here. The system I think you propose has rarely if ever been implemented successfully. There aren't enough higher income people willing to use it on a consistent basis.
The biggest issue here is that public transport has always been incompetent in most of the US. Because we've built cities around driving, it is an uphill battle when fighting for any type of public transport. No system is going to change that overnight. Which is why I support uvx because it does exactly what it intended to and will start things moving towards more public transportation.
