No, that's not what I'm thinking, and that's not what happens with Nina/Nino events.
El Nino normally makes the jet stream go further south in the winter, thereby giving the Southwest above-normal winter precip and making the PNW drier than normal.

La Nina keeps the jet stream further north in the winter, thereby giving the PNW above-normal precip and making the Southwest drier than normal.
