Several of the "Unspoken rules of BYU" leaders have passed away. Younger leadership is coming in and they are seeing the hazards of deference to tradition just for orthodoxy sake. Recently (ish) we had a change in BoT leadership from someone who had been Q12/Apostle since the 1960s to someone called in 1984. I think BYU will very slowly change some of their practices. And, like many thing BYU related, it will take decades.
