Not arguing their incompetence but if the other side isn't talking to you
it can be really tough (not to mention useless) to try to overcome the underlying motivations.
But you have to show up and try to talk if they'll let you. Just to know you tried.

What it does it signals to network partners where they’ll be after the GOR ends, so that value goes there.
