From the video it does seem like she was outside the zone. Why no DQ?
Edit: Read the article - the reason she was lined up outside the zone was because an official TOLD HER to line up there:

I wonder what kind of evidence they needed to back that up. Did the official come clean and say "oh, my bad"? weird situation to be in.
