Correct. There are some fossorial species that are able to dig through loose
substrate using a rostral scale on their snout. But they don’t leave large, nicely circular holes in the solid dirt. It is almost certainly voles or other small rodents making the holes.

I hate snakes. My worst experience was when I was mowing my lawn and a stupid snake was laying there.
