The reality nobody really wanted to expand at the time. Bowlsby did, but he was
pretty much by himself.
The biggest factor I think was the tv deal. The network didn't want to have the conference expand and therefore have to dish out a ton more money. Of course they were against adding two teams that really didn't move the needle when it came to tv money.

So Texas and OU screw the conference by agreeing to dump the expansion language in the TV contract...
