It looks like his head and shoulders hit the ground first, in a very fast forward motion. His knees would likely go forward.

I have tons of times in my life. Never have a seen a tackle like that. Watch any game. No tackler brings their knees up

I'm pretty sure the rib protector pads used are strong enough to hold up to whatever a knee can do.
