and sure they could use help, but if you are trying to make things even, the men's sports work with a lot less scholarships in the non-revenue sports and typically have 1/2 scholarships when the womens equivalent teams have full scholarships, Track & Field and swimming are exceptions to the rule because of the amount of athletes, but again, you have women on 1/2 scholarships mostly and men on 1/4.
