Reality though is that better teams sometimes lose; BYU has a rough history of inexplicable losses

Looking over the numbers, over the last decade, BYU has been almost as good as Washington St (given that Wash St was pretty rough before that, but looking at just the last decade)

The difference has been that both BYU and Washington St get occasional big wins. But Washington St has been (again, considering 2011-2020) better at taking care of business against overmatched teams while BYU has had a number of inexplicable losses. Given that, I don't think we can afford to overlook anyone
