Of all BYU's policies, this one surprised me most when my kids attended 20 years after I attended
Those policies didn't exist when I attended in the 70s, so I was caught off guard when my kids started looking for housing.

Well, they did have the 2-mile radius rule. So that sort of capped the number.

That rule was implemented about 15 years ago IIRC. Only allowed "BYU-approved"
