They don't have brick and mortar stores, so you can only get help online / over the phone. This has never been a problem for me, and I wouldn't hesitate to recommend it to anyone who is technical. I would not recommend it for anyone who is not technical, i.e. most people's grandparents. They need to have a brick and mortar store they can drive to when they have a problem.

Yes. They're good for a cheap pre-paid system. You need a T-Mobile compatible phone (or unlocked)
