I think it would make teams work more on developing SPs rather than an army of reliever.

That will still be there in the later innings, but not the 4th inning. I guess some people like that.

they already created a rule to limit that, if you don't know, every reliever has to face a minimum three batters before

It won’t change starter workloads. It will change starts by 1-2 inning relievers
