"Prop guns" can qualify as firearms. Should never be pointed at someone.
In close range, even blanks can be dangerous. Directors like the muzzle flash and a bit of the realism so that is why they fire blanks.
There should absolutely be a weapons expert on any set using firearms. The firearms should be overseen by the firearms expert who should have ultimate authority of that weapon (even over the director). Someone failed big time.
