A lot of it rests on the nonsensical rules set by the idiotic woke leaders of California (where the ports are), such as
Requiring the trucks that pick up loads from the dock to be 2012 or newer. Most longtime freight companies have fleets of older, reliable trucks and can't afford to upgrade every truck when their fleet already is functional and dependable.
