I’m pretty sure it was some fan speculating.
Look byu signed the contract with the independence bowl. I understand they might have an opt out to the one in Az but I don’t think byu will do that since they aren’t going to be able to honor its imulti year agreement with the Indy Bowl and will want to do them good by going this once.
As to fans that think ESPN will find byu a bigger bowl, that seems very unlikely. The bigger bowls are all contracted to the P5 conferences and they’re not opting out of one of their spots to give it to byu.

It's not our decision on whether to opt out, but that option is a possibility. Would depend on ESPN and the bowls
