UTSA should have been BYUs opponent. So, who made that not happen?

"Conference USA allows their conference champion to pick the bowl they play in. UTSA was the one who chose Frisco over Indy against BYU."

But an article from the San Antonio Express News reports that UTSA was not the one who picked out of the Independence Bowl

"As news of the Roadrunners’ bowl destination spread, fans were quick to voice their displeasure on social media. Even UTSA defensive lineman Brandon Matterson posted a since-deleted tweet on reports of the matchup with the comment, “This is a joke right?”

"UTSA athletic director Lisa Campos said the decision on the program’s bowl placement is made by Conference USA and bowl game representatives."
