I think it's just ignoring matchups for better geography
You've got a team from San Antonio and one from Birmingham and they have bowl games in Dallas and Shreveport.
You can have your San Antonio team travel 316 miles to Dallas/Frisco and Birmingham go 452 to Shreveport
Or you can have San Antonio go 455 to Shreveport and Birmingham go 659 to Dallas/Frisco
Not saying that's anything but dumb, but I'd be willing to bet that was the CUSA logic more than trying to massage matchups.
