That is definitely not a stutter step that is a stop, the only reason the ref
didn’t call it because he wasn’t even looking at the kicker when it happen so he never saw her stop.
If you blow up the video you can see the ref looking at the goalie, and when he turns back he looks at the ball, so you can see he never looks at the kicker until she is just about to make contact with the ball.
Not saying the out come would have been any different, but a rekick should have been called.
