Definitely something HR should be handling for the company as a whole.

One year, our CEO wanted everyone to go home early the day before Thanksgiving. Some people wanted to but felt they couldn't leave until their managers left. Finally the HR manager sent a message out to all the managers saying they needed to tell their people to go home, and to go home themselves.
