I would think it would have to be the "same enough" to count as the same.
But obviously there is room for some variation.

For instance - I could say "Tahoe" and that's a pretty small region, but you still have different parts of the lake, or you could go in winter for the skiing or summer for the lake and mountains.

I think if we're saying "Hawaii", you'd have to limit it to one island. So let's pretend you say Oahu - you don't necessarily have to go to the PCC every time and the same beaches every time or stay at the same resort, VRBO, etc. every time. But the same accommodations, beaches, and PCC, etc. are options - maybe some years you hit the PCC and some years you don't. Some years you're at a resort on the north shore and other years you're in a VRBO near Laie.

Saying "Mexico", for example, seems way too broad. I think you'd have to limit it to a certain area in Mexico, for example. Like the Mexican Riviera, or Caribbean side of the Mexican coast.
