There is also a broad swath of inept lightweights benefitting from the union bargaining.  Not only have unions maintained a very high level of difficulty for firing or dropping mal-performing teachers, but they have siphoned off a lot of money that could go to teachers and students in the process.  A strongly competitive teaching environment without union intervention would have some downsides, but overall be positive in my opinion.
