From best I can tell, they hire one "expert" per department, but it's all luck
whether or not you can reach that person or if they'll be on shift.
For the rest of them, they are either some kid still living in his mom's basement, someone who looks like they are on the edge of becoming a meth addict, or an ex-con. At least that's my experience where I live.
