When I was in a bishopric we always erred on the side of mercy as well.
There were a couple of cases of people who were working the system but we also had a couple of members who were just incapable of handling things on their own. For a few years a brother allowed us to have joint signing authority on his bank account while the ward supplemented his disability payments. Eventually we were able to get him into a cheaper and subsidized apartment and got some of his health issues stabilized. He had no family around and the ward really rallied to help him in his last few years of life. He lived a very frugal existence and many made sure he was invited to things like Sunday dinner, Christmas, Thanksgiving, etc. so he would not be alone. He was always extremely grateful. He volunteered to help with every move even though he could really only hold open doors or guard the truck. It was cases like this that the Bishop didn't mind using the resources of the church long term because there really were few other options. His funeral had a large turnout of ward members who had helped him over the years.
