You can also use multiple dogs at a time whereas guns you are limited to what you can shoot with your hands, dogs help with mental illness, can find food, and search for survivors, among many others reasons a dog can be an advantage. There are pros and cons to both, but a well trained dog is much more of an advantage than a liability. It's a huge advantage to have both dogs and guns, which is probably why police use both.
