Why is it that some voices are completely unaffected by noise cancelling tech?

Last couple of flights it seems like the person 4 rows back on the other side of the aisle has a frequency that is featured by the Bose headphones I use. As if they were designed by Q to pick out their boring one-sided conversation and amplify it into my head.
