All it's really doing is bring what has been happening behind closed doors out in the open. Some programs clearly have

boosters that are now willing to openly spend to bring in big recruits. Programs that were able to "hide" the payment to players are finding that their advantage in that regard is now gone. Programs that were cheating before to pay players no longer can stop other programs from "legally" paying players.
