This is called a comp ratio - and is good advice. Coming in at the top of the range is not a good place to be in.
You will likely be frustrated because you're capped for upward growth without a promotion and if they start chopping people the people at the top of the range for a position.

You also don't want to come in hot and convince them to go over their range becuase then they will likely be frustrated any time you're not an all star. If you're the highest paid person on the team but aren't the top performer, there's a gap in value provided for what they are paying nobody likes that.
