That's exactly what they are going to do with cars in the future. Your car will just shut off if you try to leave your
zone. It will be like....sorry peasants....the Pelosi's have reserved Yosemite for themselves for the next 10 years. Your car no longer can reach there. Go enjoy the Mojave Desert instead.
