It just comes down to money.

If it makes more money for OU/UW/ASU/AZ to join the Big 12 than for the PAC to take the top 2-4 Big 12 teams, then it's going to happen. You might not think that the money makes sense, but I'm suspecting that it does (as alluded to by the Athletic article from just a few hours ago).
