NC, VT, UVA, and GT just don't drive the revenue
While football attendance doesn't exactly correlate to TV viewership, there is a rough correlation. Here are the attendance rankings for 2019 (which was not impacted by the Wuhan Flu).

22 Washington
25 VT (Very good attendance, but less of a TV draw)
33 BYU (for comparison)
34 Oregon (Huge Nike money helps their case)
35 Miami (Outlier on TV Draw/Attendance for for years)
41 North Carolina (Basketball Draw)
43 Georgia Tech
58 Virginia

I think it is pretty clear that it is going to be hard for a team that is not in the top 40 in attendance to be a big player in driving revenue. Oregon and Miami are the extreme cases of national brands with TV draw but less attendance, but they are the exception. South Carolina and VT would be counter examples of teams that get much more attendance than their TV draw.
