If they haven't then they're frankly not doing their job. Doesn't mean the PAC is necessarily dead (pretty much every Big12 team reached out to other conferences last year), but does portend obvious issues for the conference

Prisoners dilemma situation. It's best for everyone if they stick together... But motives of individuals conflict with the motive of the collective. And if one or two leaves, the others are in real trouble. The Big 12 survived largely because no team was good enough to be desirable and therefore couldn't backstab their conference partners. TBD if the PAC is so lucky.
