Big 12 teams certainly did both. And honestly, any admin in the PAC12 would be derelict in their duties of they didn't do both.
Even if you think/hope your conference will survive, you have to be cognizant that someone else COULD leave and you have to have a plan for that.

If UW and Oregon go Big12, why invite CU and Utah at all? Maybe CU and Stanford. Or Cal and Wazzu. Or SDSU. Screw Utah.

Utah probably brings more value to the table than Arizona. Maybe even ASU. And certainly more than Cal or WSU/OSU.
