I’m not in Provo, but have had this experience twice in the last year.
First time was a leaky transformer which required the hazmat team and 8 trucks. They started at 11pm and finished at 3am. Neighbors called the police thinking we were having a party.

The next time there was some branches too near the wires and the tree trimmers were called at midnight to fire up their chain saws and correct the problem.

Replacing poles is usually a big job that requires heavy equipment including a crane unless they have direct access.
