Honest question... can you show me that rule?
The cost of attendance is what the school pays the player... NIL money cannot come from the school.
The NCAA does not stop a player from getting a job and making money. And the 2021 NIL rules don't have any limit on how much a player can receive.

Does a D1 scholarship mean anything with NIL? For some players a scholarship complicates things. Just take the NIL $$$.

Scholarship is tax free. NIL $ is taxed as regular income.

Unrestricted NIL could very well make scholarship limits irrelevant.
