What's confusing is that there's Elite 11 finalists and then Elite 11 regional competitors
The lists you show here are obviously the finalists, but a lot of the time kids who participate in the regionals are also listed as Elite 11 QBs.
Given that he hasn't been a finalist yet (and his year group hasn't really even had a chance for him to hit that mark), it seems more likely that he's a regional participant. That means a LOT more QBs make that criteria.
