You mentioned taking care of fuel and spark but I don't see anything about air.

So imma guess air filter clogged?

Gas line was closed partially so lit enough fuel was getting through

Nope, gas lines were all good. I even pulled the injectors to make sure.

No air filter on outboards, so no. Good guess though. I went searching for one.

Nope. There’s actually no choke on this motor. Likely because it’s fuel injected
